Article Management System for Hosting

Shoss is looking for an article management system similar to the one cPanel use to manage the articles in their support system. In particular, he likes the ability to follow an article or section for updates. Just clicking on the "Follow" button sets you up for notifications when any new articles are posted in that section, or new comments/updates are made in the article. He doesn't want to write an entire CMS from scratch if there is already anything close that could maybe be modified. Has anyone come across such a system? This could be something useful for many hosts - For example to highlight common support topics in tickets.
