Need for speed - VPS or Shared?

WHTer Bstoller is in a quandry. Hosts offering managed hosting are telling him that VPS is outdated and their shared platforms are faster (there's only so many ways that members can say "Say wot now?" in the thread, but they're going for a record!). So he's looking to the WHT community for some simple, independent advice. His requirements are simple - Fast hosting for a Wordpress site. Bear in mind that he's not a tech, so he's looking for a managed solution so that he can get on with running his site. What does he need?

How to handle high power users

Dedicated server providers don't usually include a limit on the amount of power a server is permitted to use - That's generally rolled into the monthly rental cost. So what to do when you discover a customer's server is constantly drawing an abnormally high level of amps? Some will say that it's the cost of doing business and that some customers will use more and others less, so it should all average out. But if you've taken on a customer who's starting to rent more servers, and who you suspect might be engaged in mining or other high power consuming activities, do you draw a line somewhere? Colocation pricing carries a limit/cost for power but this isn't a topic that comes up often for dedicated renters. As a provider, how do you handle a customer who, after all, is simply using all of what he thinks he's paying for?
