Is there a market for low bandwidth servers?

A new member is curious if there's a market for dedicated servers with lower bandwidth quotas. After years of dabbling with colocation, he and his brother are thinking about creating a micro data center in south Europe, since they don't want to use third-party colocation and prefer to have everything in their own hands and nearby. Their biggest challenge is the cost of bandwidth. The high pricing they've been quoted for 10G transit means that they can't offer large quotas. Does anyone have experience of providing low cost, low bandwidth dedicated servers? Is there a demand for them?

How to provide 24x7 ticket and chat support

A member is happy with the service he provides. He considers it pretty stable and reliable because he uses industry leading tech and servers. Where he feels his service is lacking is in providing 24x7 technical support to his customers in India. They have a team which takes all calls and tickets promptly through the day, but after hours the team is unable to respond properly. He's looked into hiring support service providers but doesn't understand why they are expensive. He would end up paying $1 - $2 per ticket and, when he's charging customers $1.2/mo for their hosting, the cost doesn't make any sense. If customers create on average 4 or 5 tickets a year he wouldn't be able to recover his server costs. Do you have experience of using outsourced technical support to cover overnight hours?
